The study attempts to provide insights into the changes in French language college education in Ontario because of the implementation of theFrench Language ServicesAct, 1986. Through an interpretive approach, it describes the world, after the Act, of two groups of senior decision makers responsible for policy and implementation, college presidents and ministry officials. Both groups extensively discuss their interpretation of the Act, the impacts which they believe the Act has had on college education in Ontario and the issues which they foresee for both French language college education and the college system because of the Act.
In order to ensure a high level of credibility, the methodology is extensively discussed. To permit a better understanding of events at that time, the author provides some background as to the situation of French-speaking minorities outside of Quebec as well as a description of the state of minority education at all levels of the learning continuum.
The study unveils a complex reality which is viewed very differently by college presidents and ministry officials. It tells of the difficulty of letting go, of the challenges of coming of age, of a vision of Canada which may be threatened. Not only does it attempt to provide an understanding of the changes occurring in French language education in Ontario between 1986 and 1989 but it permits a glimpse of what it was to be a Canadian then.
